The Committee of Management (COM)

 

At each Annual General Meeting, the shareholders of GCHA elect a committee to discharge particular responsibilities to do with running the block. People can choose a role that fits their existing skill set and availability, or develop skills anew.

The Committee’s responsibilities include, among other things:

  • Producing properly audited annual accounts

  • Managing the Association’s bank accounts and handling all financial issues

  • Collecting service charges for the upkeep of the block

  • Selecting new applicants to purchase flats

  • Organizing maintenance of the block, both day-to-day and long-term

  • Insuring the building

  • Supplying up-to-date information to the Regulator of Social Housing and other official bodies

  • Keeping residents’ information secure at all times.

The COM meets once a month – usually on the last Wednesday of the month. Shareholders who are not Committee members are encouraged to attend as observers, provided that they are not in service charge arrears or do not otherwise owe the Association money.

Officers and Sub-Committees

The Officers of GCHA are key roles on the COM. They are the Chair, the Secretary, and the Treasurer. In addition, regularly sitting at COM meetings are representatives from each of the four Sub-Committees, plus the other committee members. Together the committee members form the Board of Directors of GCHA, who are responsible for fulfilling the duties as a body corporate and act on a collective responsibility basis.

Each Sub-Committee has a Convenor, who takes on a leadership role and regularly reports to COM about recent developments and issues and to seek decisions as required.

Finance Sub-Committee (FSC)

Responsible for keeping the Association’s accounts in order, setting the budget via the committee, administering investments, and collecting the monthly service charge and issues relating thereto.

Maintenance Sub-Committee (MSC)

Responsible for monitoring cleaning and other day-to-day tasks for upkeep of the block; also responsible for organising repair work, engaging outside contractors, and planning and overseeing the exterior and interior redecorations that take place every 7 years or so.

Resident Selection Sub-Committee (RSC)

Responsible for aspects of buying and selling properties in the block, including advertising, vetting applications, interviewing applicants, and liaising with solicitors and other parties to ensure that sales proceed as smoothly as possible.

Information & Social Sub-Committee (ISSC)

Responsible for circulating information to residents and to those outside the block; also responsible for building connections with the wider neighbourhood, and for organising social functions for Glenkerry residents.
